Final Thoughts: Making FISMA Reporting Work For You

After fifteen years of FISMA reporting experience across civilian agencies, defense organizations, and independent agencies, here's my core advice:

Stop treating FISMA reporting as a compliance burden and start treating it as a management tool.

The metrics you report to OMB are the same metrics you should use to manage your security program. If you're collecting data once a year just for FISMA reporting, you're doing it wrong.

The agencies that excel at FISMA reporting are the ones that have integrated security metrics into their ongoing management processes. They track system authorizations, POA&Ms, incidents, and training continuously because that's how they run their security program. FISMA reporting is just a matter of exporting data they're already using.

Build relationships, not just reports.

Engage with OMB early if you have questions. Partner with your Inspector General instead of viewing them as an adversary. Learn from other agencies facing similar challenges. Join the CISO Council. Participate in inter-agency working groups.

The federal cybersecurity community is remarkably collaborative. Take advantage of it.

Invest in automation and integration.

The upfront cost is real, but the long-term benefits—in time saved, accuracy improved, and stress reduced—are substantial. I've never met a CISO who regretted automating FISMA reporting.

Be honest.

Report what's real, not what makes you look good. OMB has seen it all. They're better at detecting inflated metrics than you might think. And when they find inconsistencies, the consequences are worse than if you'd just reported honestly in the first place.

"FISMA reporting isn't about perfection. It's about honesty, continuous improvement, and demonstrating that you take federal information security seriously."

Remember that 4:23 PM Friday email I mentioned at the beginning? That agency learned their lesson. The following year, they started planning in January, built automated data collection processes, and submitted their report two weeks early.

Their CISO told me: "Last year, FISMA reporting nearly killed me. This year, it was almost boring."

That's the goal. Make FISMA reporting boring through preparation, automation, and continuous management.

Because boring means you're doing it right.
